概述:
长沙金霞粮食物流中心是由湖南长沙芙蓉北路国家粮食储备库整体搬迁、整体开发规划建设的大型粮食物流综合性中心,占地面积约400亩,中心内设有粮食物流园、长沙饲料大市场。该中心由湖南长沙芙蓉北路国家粮食储备库负责整体开发以及招商引资工作。湖南长沙芙蓉北路国家粮食储备库始建于1950年,原占地面积约300亩,总资产约6亿人民币,有包括国家机械化粮库在内的仓库46栋,总仓容为15万吨,库内有铁路专线二条,是一家集粮食订单收购、储备加工、饲料、物流、期货、贸易等为一体的中一型企业。现有国家、省、市三级储备及期货小麦,年粮食饲料吞吐量160万吨。对“长沙、株洲、湘潭”为中心的城市群粮食产业和畜牧业的发展有具大的带动作用。根据湖南长沙市委、市政府对城市规划的战略调整,湖南长沙国家粮食储备库将整体搬迁至长沙经济开发区内,组建成符合国际现代化的、具有核心竞争力的、跨行业和区域的大型粮食企业集团---长沙金霞粮食物流中心。
地理位置:
金霞粮食物流中心位于中国湖南长沙市经济开发区四大组团之一的“金霞组团”内毗邻搬迁后新的长沙火车货运北站,与湖南高岭国际工业、长沙金霞物流保税中心、青竹湖度假村、秀生态居住区相连,产业结构链完整,配套设施完善。金霞粮食物流中心拥有极其便利的交通优势。京广铁路贯穿南北,石长铁路连接东西;107、319国道及京珠高速公路在中心西北相交,中心与芙蓉北路相连,向南直达长沙大道与省政府新址,长沙二环、三环横跨开发区与京珠、长常、长潭高速公路相接,长沙汽车北站已迁至经开区内营运;经开区内长沙货运北站的货运到达量为358万吨,预计新站搬迁至2010年,可达1100万吨;经开区内长沙新港是长沙市唯一能常年通航千吨级船舶的深水良港 ,集装箱年吞吐量达10万标箱,国内杂货、散货120万吨,是交通部重点建设的内河主枢纽港。

金霞粮食物流园
金霞粮食物流园占地200亩,拟建成集粮食物流、期货交割、储备加工等为一体的多功能的中国一流的专业粮食物流园。园区内拟建设储备仓容约10万吨、期货仓容约10万吨。
长沙饲料大市场
长沙饲料大市场是目前中国中南地区最大的专业市场,搬迁后的大市场地理和交通条件更加优越,配套设施更加完善,新的饲料大市场占地面积约200亩,拟建周转仓容约10 万吨,月台货位约300个,年饲料交易量可达240万吨,将成为中国中南地区最大的饲料集散及交易中心。

财务资料:
项目总投资为3.4亿元,包括建设投资估算、流动资金投入。建设项目所需3.4亿元资金主要来源粮库土地拍卖收入。
财务评价采用现行市价,设定项目计算期15年,建设期2年,正常经营期13年。
据估计,每年营业收约5413万元,年总成本费用为2904万元;投资利润率为7.32%,利税率为8.31%;税后财务内部收益率为5.15%,税后投资回收期缩短为12年。
时间表:
本项目建设进度为2006年初开工建设,鉴于项目规模大,建设子项目多,项目建设周期为24个月。预计于2007年底建成并投入使用。本项目长期有效。

CHANGSHA JINXIA GRAIN-CIRCULATION
CENTER COMMERCIAL PROSPECTUS
Brief Introduction
Changsha jinxia Grain-circulation Center (Jinxia Center for short in below) is holistically transferred, planned and developed from the original Changsha National Grain Storehouse on Furong North Road. It has become a large-scaled integrate grain-circulation center, which has taken an area of 400 mu in acreage. There are Jinxia Grain-circulation Garden and Changsha Feedstuff Market settled in the center. Changsha National Grain Storehouse will also be responsible for integrate development and investment promotion.
The construction of Hunan National Grain Storehouse was begun since 1950, taking the acreage of about 300 mu. The storehouse contains 46 storage buildings with some of them are national-class mechanized buildings. Entire capacity of the storehouse is 150,000 tons. There are 2 tied double-line railways passing trough the storehouse area and 6 rain-resistant platforms with the capacity of 7,000 tons. As a state-owned mid-class enterprise concerning on grain ordering and sale, storage, machining, feedstuff producing, material-circulation, time-bargain and trade. Currently the storehouse has stored 100,000 tons of wheat for the national, provincial, city-level tasks and time-bargain; the annual feedstuff throughput is 1.6 million tons. It at present directly and strongly prompts the development of grain industry and stockbreeding at the grouped cities centering Changsha, Zhuzhou and Xiangtan.
According to the strategy adjustment by Changsha city government, the National Grain Storehouse will be holistically moved into Changsha Economic Development District, and regrouped to build up a large international-standard, core-emulative, industry and clime-crossing grouped grain enterprise— “Changsha Jinxia Grain-circulation Center”.
Geographic Position
Jinxia Center is positioned in the central “Jinxia Group Area”, which is one of the 4 group areas in the Economic Development District of Changsha city, and next to Hunan Gaoling Industrial Yard, Jinxia Bonded Logistics Center, Green-bamboo Lake Vacation Village and E-xiu Ecotypic Residential Area. The industrial chain and the tied facilities are all well accomplished.
The railway Beijing-Guangzhou line passes through the group area from the south to the north, while Changsha-Shimen line links the west and the east. National highway No.107 and 319 crossed at the northwest corner of the district; Jinxia Road, the main street of the district, also connected the main street Furong Road of Changsha city, to the south there could straightly link to the Changsha Avenue and turn to the new address of Hunan Province Government, 2nd Ring Road and 3rd Ring Road, then linking to the Peking-Zhuhai Express, Changsha-changde Express and Changsha-Xiangtan Express. Changsha North Bus Station has also moved and stared running in the district. The new freight group railway station of Changsha on the Peking-Guangzhou ling is now positioned in the Center area, present throughput is 3.58 million tons per year and the intending throughput till 2010 would archive 11 million tons. The new Changsha Port in the district, the only deep-water river port which could be open to 1000-tunnage ships in Changsha, is one of the key constructed freshwater hinge port by China Ministry of Communications; it has now archived the annual throughput of 100,000 standard containers, inner small wares of 1.2 million tons.

It is also expected to be one of the largest distributing centers of grain and feedstuff in Hunan Province, even the entire China.
